New care ratings system launches in Wales

(Stock image)
From April 2025, Care Inspectorate Wales (CIW) is introducing a new ratings system for care services across Wales.
This important development aims to improve transparency in the care sector and help people make more informed choices about care services.

What are the ratings?

Care services will be rated across four key themes:

  • Well-being
  • Care and Support
  • Leadership and Management
  • Environment (for accommodation-based services only)

Each theme will receive one of four ratings:

  • Excellent
  • Good
  • Requires improvement
  • Requires significant improvement

Which services will be rated?

From 1 April 2025 all care homes and domiciliary support services inspected in Wales will receive ratings.

How will ratings be displayed?

These ratings will be published in inspection reports and on CIW’s service directory.  Where the provider has a website, they must also display the ratings on this website.

Most of these services will also be required to prominently display their ratings at their service address using a ratings poster provided by CIW.

The following services are exempt from displaying the rating poster:

  • Services for people under 18 years old
  • Small care homes with 4 or fewer residents (although they can choose to display ratings)
  • Domiciliary support services where the service location is not accessible to the public or is provided from someone’s private home

It will take approximately two years for CIW to publish ratings for all services across Wales. The first ratings are expected to appear from June 2025 onwards.
