Preferred bidder identified for Cardiff and Vale House-building Partnership

Cardiff and the Vale of Glamorgan Councils have reached a significant milestone in their exciting partnership to build high quality, sustainable affordable homes at pace across the region.

Following a competitive dialogue procurement process which has identified the preferred bidder to deliver the Cardiff and Vale Housing Partnership, Cardiff Council Cabinet will consider recommendations to approve the appointment of the preferred bidder as development partner at its next meeting on Thursday, December 12.

The partnership is Cardiff’s second housing programme following the success of its award-winning Cardiff Living scheme, and forms part of its wider development plans – the largest council-led development programme in Wales, that has the capacity to deliver more than 4,000 new homes in the city, including at least 2,800 new council homes.

The collaboration with the Vale of Glamorgan is the result of the two authorities’ commitment and vision to create exemplary homes and communities across the region to help tackle current housing pressures by delivering at least 2,260 new homes over the next 10 years.

Around half of all the new homes will be affordable properties to be retained by the Councils for social rent or shared ownership schemes, while the rest will be sold on the open market.

Cabinet Member for Housing and Communities, Cllr Lynda Thorne, said: “Our experience of our first housing partnership provided a strong case for delivering the remaining sites in our development programme via another partnership arrangement. This approach has reduced delivery risk and enabled us to get projects on site quicker, as well as unifying the standard of the council homes and homes built for sale by adopting a ‘tenure blind’ approach.

“We are really pleased to be working with the Vale of Glamorgan on this partnership and to have reached the point where we are on the brink of appointing a developer to work with us on delivering more high quality, energy-efficient new homes for Cardiff and the Vale over the next 10 years.

“The tender process has been extremely competitive and we are grateful to each bidder for their submissions and participation in the process. We now look forward to appointing our development partner, subject to all the necessary due diligence, and replicating the success of our Cardiff Living scheme together in this new Cardiff and Vale Housing Partnership.”

Cllr Sandra Perkes, Vale of Glamorgan Council Cabinet Member for Public Sector Housing and Tenant Engagement, said: “This is an exciting partnership arrangement that will see a large number of houses delivered across the Cardiff and Vale region.

“They will be energy efficient and built sustainably, which aligns perfectly with the Vale of Glamorgan Council’s Project Zero Commitment to become carbon neutral by 2030.

“A large proportion will also be council homes, following on from previous house-building schemes to meet growing demand for this type of property.

“The Council recently completed work on a council-housing development on Hayeswood Road in Barry, which came after the delivery of similar projects: Llys Llechwedd Jenner, Lon y Felin Wynt and Clos Holm View.”
