People are being asked for their views on Neath Port Talbot Council’s draft Local Flood Risk Management Strategy and Plan (LFRMSP).
The responsibility for the council to develop this “local strategy” is set out in the Flood and Water Management Act 2010.
As Lead Local Flood Authority the council must develop, maintain, apply and monitor a strategy for local flood risk management.
The local strategy will only deal with local flood risk which is defined in the act as being a flood risk from:
- Surface runoff
- Groundwater, and
- Ordinary watercourses.
Legislation means the council must now review its LFRMSP and publish a revised version. The draft LRFMS and accompanying action plan presents the council’s plans for managing flood risks across the county borough for the next six years.
From now until this period of consultation ends (at midnight on Sunday, March 9th, 2025) you are asked to give us your views on the council’s draft LRFMSP. You can read the draft strategy and plan and background documents on these links.
Your feedback is especially important if you are impacted by or have an interest in flood risk management. The council would like to hear from residents, council employees, businesses, risk management partners and other stakeholders and organisations.

The LFRMSs look at how Lead Local Flood Authorities work together with communities to manage flood risk so that the communities most at risk and the environment benefit the most.
After the consultation a revised LFRMSP will be submitted to the Welsh Government for ministerial sign-off.
Cllr Scott Jones, Neath Port Talbot Council’s Cabinet Member for Streetscene, whose portfolio covers flood risk management said: “Please let us know your views on our strategy for managing flood risk locally.
“Flooding remains a serious threat to communities across Wales and the UK and managing this risk through careful planning is key to minimising the risk to our communities here in Neath Port Talbot.”
